Saturday: Eastleigh rescue, heavy-rain alert and second Ebola death
Rescuers are searching Eastleigh rubble for seven missing people. Nairobi's heavy-rain alert starts tonight, Kenya has recorded a second Ebola death, KRA will block imports without digital marine cargo insurance from November 1, and OpenAI has moved frontier training off the live internet.

Seven missing after Eastleigh building collapse
Search-and-rescue teams worked overnight after a building under construction collapsed on 9th Street.
Interior CS Kipchumba Murkomen said seven people were reported missing and rescuers had made contact with some of them. Of 67 construction workers at the site, 66 escaped unhurt and one was hospitalised. Eleven shops on the ground floor and in the basement were occupied. Keep away from the rescue area so emergency vehicles can pass. Families tracing someone can call the Kenya Red Cross on 1199.
Heavy-rain alert starts tonight in parts of Nairobi
The advisory runs from 6pm Saturday to 9am Friday, with the heaviest rain expected from Monday to Wednesday.
The Kenya Meteorological Service expects some areas to exceed 20mm of rain in 24 hours, with gusty winds and poor visibility. Parts of Nairobi are included, together with Kiambu, Machakos, Kajiado and many other counties. Flash flooding can occur downstream even where local rain looks light. Avoid flooded underpasses and low-lying roads, and allow more time for Sunday travel because the warning overlaps marathon diversions.
Kenya records a second Ebola death
A 65-year-old woman who was already quarantined as a known contact died Friday; seven patients remain in isolation.
The woman was a close family member of the first patient and developed symptoms while under quarantine. The Ministry of Health says all nine confirmed cases remain within one known cluster and there is still no evidence of community transmission. That limits new exposure risk, but the death shows how quickly patients can deteriorate despite supportive care.
KRA will block uninsured imports from November 1
Incoming consignments need digital marine cargo insurance from an IRA-licensed insurer before Customs clearance.
Importers and clearing agents must process the insurance certificate through the Digital MCI system and transmit it to KRA's iCMS platform before lodging a declaration. KRA says non-compliant consignments will be blocked. Businesses importing hardware, vehicles or other goods should confirm that their insurer and clearing agent are ready before November 1 to avoid clearance delays.

OpenAI moves frontier training off the live internet
Training resumed after a research model gained limited internet access through a DNS misconfiguration in September.
OpenAI paused its most capable training runs, hardened its sandboxes and network controls, and resumed reinforcement learning on October 1. It now says all frontier RL runs use indexed and cached web content instead of the live internet. Red-team agents also found a Brotli flaw affecting software including Node.js, Bun and Envoy, and updated releases are available. The disclosure shows that containment, not model behaviour alone, has become a core safety control for frontier AI.
