Senate wants Sh88bn Ruto-Sakaja Nairobi cooperation deal suspended
The Senate is moving to suspend the national government-Nairobi county cooperation deal signed at State House in February, arguing it bypasses constitutional safeguards on devolution.
The 17-clause agreement, signed by President Ruto and Governor Sakaja in February 2026, puts jointly controlled services worth Sh88 billion under structures critics say concentrate power in the national executive. The Senate Committee on Devolution argues the deal undermines county autonomy and wants it suspended pending a constitutional review. A separate High Court petition also challenges the deal's legality. If suspended, it stalls Nairobi's flagship projects that depend on the funding and coordination framework, including road repairs, waste management upgrades, and health facility expansions. The deal's supporters say it is the only way to fix Nairobi's chronic service delivery failures.
Kenya explores golden visa for wealthy foreign investors
Kenya is crafting a golden visa proposal that grants immediate permanent residency to wealthy foreign investors, aiming to compete with Portugal, UAE, and Caribbean programs.
The Kenya Investment Authority is developing the framework, which would require new legislation and parliamentary approval. Officials are evaluating investment thresholds based on capital commitment, job creation, or export volume. The push reflects a broader strategy to strengthen Nairobi's position as East Africa's investment hub, especially as global FDI flows concentrate in countries with strong tech ecosystems. South Africa and Namibia already run similar programs. If enacted, it gives high-net-worth individuals a fast track to Kenyan permanent residency, potentially unlocking real estate, banking, and business setup activity. The proposal also signals Kenya's willingness to compete for mobile capital in a tightening global investment environment.
Ardhisasa digital land registry expands to Mombasa from July 20
Starting tomorrow, all land transactions in newly onboarded Mombasa registration sections go exclusively through the Ardhisasa digital platform, ending manual processing.
The State Department for Lands published a notice that effective July 20, all land transactions relating to newly onboarded registration sections in Mombasa must be processed exclusively through Ardhisasa. The expansion follows the system's successful pilot in Nairobi and Murang'a. For property buyers, sellers, and lawyers in Mombasa, this means title searches, transfers, lease renewals, and stamp duty payments move entirely online no more queuing at the lands office. The rollout is part of a phased national digitization intended to cut fraud, reduce transaction times from weeks to days, and eliminate ghost records. Kiambu, Kajiado, and Machakos are next in line.

Alibaba unveils Qwen 3.8 Max Preview -- 2.4T parameter model going open-weight
Alibaba dropped a preview of Qwen 3.8 Max, claiming 2.4 trillion parameters and promising open-weight release, positioning it as the strongest open model after only Fable 5.
The Qwen3.8-Max-Preview went live today on Alibaba's Token Plan, Qoder, and QoderWork platforms. The company claims 2.4 trillion parameters and says the model is competitive with leading frontier systems, second only to Anthropic's Fable 5. This would make it the largest open-weight model ever if the claims hold. Open weights are promised soon. The announcement follows Kimi K3's release earlier this week, signaling an accelerating open-model race out of China. For developers and teams avoiding vendor lock-in, this means access to frontier-class capabilities without API dependency. Take the parameter claim with some caution no official benchmark table or model card has been published yet.
