Wednesday: Nairobi water cut, power interruptions and Safaricom sale ruling
An emergency pipeline shutdown is disrupting water across more than 40 Nairobi areas, while parts of Westlands, Parklands and Ridgeways lose power from 9am to 5pm. The Safaricom stake sale remains nullified during appeal, Old Mombasa Road is set for a Sh3.22 billion upgrade, and AI labs face questions over the independence of outside safety reviews.

Nairobi's pipeline shutdown overlaps with a Westlands power cut
A roughly 24-hour water interruption affects more than 40 areas; listed parts of Westlands, Parklands and Ridgeways also lose power from 9am to 5pm.
Nairobi Water says the NCT-Kigoro-Gigiri-Kabete pipeline was shut for emergency repairs and did not give exact start and end times. The affected areas include Upper Brookside, General Mathenge, Riverside, Lavington, Kileleshwa, Kilimani, Parklands, Ngara, Nairobi West, Kibera and sites around Wilson Airport. Separately, Kenya Power lists Ridgeways and parts of Westlands and Parklands, including Taarifa Road, Parklands Road, Ojijo Road, MP Shah Hospital, Mpaka Road and Crescent Road, for a 9am to 5pm outage today. Conserve stored water, charge devices early and confirm backup power for pumps and internet.
Safaricom's 15% stake sale remains nullified during appeal
The government and Vodacom failed to pause the ruling that restored the stake to the State while their appeal proceeds.
The Court of Appeal rejected a request to suspend the September 15 judgment that voided the Sh204.3 billion transfer of 6.01 billion Safaricom shares to Vodafone Kenya. The July transaction had also included Sh40.17 billion paid in place of future dividends on the government's retained shares. The underlying appeal is still pending, so this is not a final resolution. Customers should not expect an immediate service change, but the decision keeps Safaricom's ownership structure, government fiscal plans and financing for the National Infrastructure Fund uncertain.
Old Mombasa Road gets a Sh3.22 billion rebuild
CRBC will upgrade the seven-kilometre ICD-Syokimau link, with temporary diversions expected during construction.
Kenya Urban Roads Authority disclosures show an 18-month construction contract followed by 12 months of maintenance, with completion scheduled for April 28, 2029. The work covers pavement, drainage, utility relocation and new streetlights, while the bill of quantities allows for two kilometres of temporary gravel diversions. The finished road should improve a busy freight and commuter link, but people using the ICD-Syokimau corridor should expect changing traffic arrangements as works progress.

AI labs are still negotiating who controls safety findings
Reuters found Anthropic and OpenAI have sought influence over what outside evaluators can publish, despite backing independent reviews.
The companies say they need to protect trade secrets, while outside researchers argue that publication control can hide information needed to judge model risk. Anthropic says current evaluators control their methods, conclusions and publication, but it reserves approval rights for reports from new evaluators. OpenAI says it does not seek approval over full reports and limits redactions to confidential material. There is no common legal standard for these reviews, so an 'independent evaluation' does not yet guarantee uniform access or full public disclosure.
