The UK Treasury has designated Amazon Web Services, Google Cloud, Microsoft Azure, and Oracle as critical third parties to the financial sector, giving the Bank of England, PRA and FCA direct oversight powers starting July 13. The move responds to years of concern that the Big Three cloud providers, who supply over 70% of UK financial firms' cloud infrastructure, pose systemic concentration risk: a single major outage at any one could cascade through the banking system, affecting payments, trading, and customer data. From Monday, regulators can demand resilience improvements, audit security postures, and impose penalties for non-compliance. For fintechs and banks operating in the UK, this changes the risk calculus around single-cloud dependency and will likely accelerate multi-cloud strategies.
