Thursday: Spring Valley outage, food-price pressure and urgent PHP patch
Spring Valley, Mirema, Embakasi and Jabavu face planned outages today. A CBK survey points to pressure on basic-food prices, Dangote now owns 24.76% of KPC, World Bank lending has passed Sh2 trillion, and PHP operators need an urgent security update.

Spring Valley, Mirema, Embakasi and Jabavu face outages today
Spring Valley and Mirema are scheduled off from 9am to 5pm, Embakasi from 8am to 5pm, and Kasuku and Jabavu from 9am to 5pm.
The Spring Valley cut covers Peponi Road, Eldama Park, Peponi Gardens and part of Spring Valley Road. Mirema includes Lumumba, Mirema Drive and Road, USIU, Tsavo, Thome 1, Life Bridge Hospital, Safari Park Gardens, part of TRM Drive and Oakwood Estate. The Embakasi list includes Baraka Estate, HPSS Embakasi Garrison, Green Corner, PCEA Embakasi and Pride Park Apartments. Kasuku and Jabavu includes Nyangumi Road, Chaka, Lenana Road, Rose Avenue, Kasuku Road, Makuyu Lane, Jabavu Road, Mtito Andei and Theta Lane. Charge devices and arrange backup power or connectivity before the stated start time.
CBK survey points to higher milk, flour and cooking-oil prices
Food-market respondents expect renewed pressure on milk, maize flour, wheat flour and cooking oil as dry weather and fuel and shipping costs squeeze supply.
The September survey covered 466 farmers, wholesalers and retailers. Sixty-seven percent expected fresh unpacketed milk prices to rise in the following month, while 40 percent expected sifted maize flour to increase. The CBK also found stronger pressure on wheat flour and edible oils, although tomatoes, onions and spinach had eased. This is a survey of price expectations, not a guarantee that every item will rise. Above-average short rains could improve supply later, but milk, unga, wheat flour and cooking oil are the household lines worth watching now.
Dangote takes a 24.76% stake in Kenya Pipeline
The purchase makes Aliko Dangote KPC's second-largest shareholder and links the pipeline operator to the investor building a planned Lamu refinery.
Dangote bought the shares from state-backed agencies at Sh9.02 each, roughly the price at KPC's March listing. His group also broke ground in September on a planned $16 billion refinery in Lamu, due for completion in 2030. No change to pump prices or pipeline tariffs has been announced. The significance is strategic: one investor now has a large stake in Kenya's fuel-distribution network and a major planned refining project.
Kenya's World Bank loans cross Sh2 trillion
Treasury data put World Bank debt at Sh2.045 trillion at the end of June, while total debt service this financial year is projected at Sh2.3 trillion.
Kenya added Sh556 billion in World Bank debt between September 2022 and June 2026 and plans to borrow about Sh170.5 billion from the lender in each of the next four financial years. World Bank loans are generally cheaper and longer-term than commercial borrowing, but Treasury projects total debt service at 79.8 percent of expected ordinary revenue this year. That leaves less room for services and investment and helps explain continued pressure on borrowing, spending and taxes. It does not introduce a new tax today.
Tech
Critical PHP flaws need an immediate server update
Two CVSS 9.2 bugs allow unauthenticated remote code execution across PHP web stacks, and attackers are already trying to exploit them.
The PHP project released fixes in versions 8.5.12, 8.4.27, 8.3.36 and 8.2.35. The affected setups include PHP-FPM, Apache mod_php, php-cgi, FrankenPHP and LiteSpeed, with mod_php considered the highest risk. The PHP team says there is no complete mitigation and recommends updating immediately. Servers on PHP 8.1 or older need a vendor backport or a supported-version upgrade. IT teams should inventory public PHP hosts and patch those first.
