Wednesday: Tax cuts proposed, Ebola reaches nine and Nairobi outage today
Tax cuts and cheaper phones are still proposals, Nairobi West faces a 9am-5pm outage, and Kenya's Ebola cluster has reached nine cases without evidence of wider spread. In tech, China's largest internet firms have placed a $35bn Nvidia order rush.
Kenya/Nairobi
PAYE and phone-duty cuts are proposals, not law yet
Ruto has proposed zero PAYE for monthly earnings of Sh32,333 or less, a stamp-duty exemption for low-value land deals and removal of the 25% import duty on phones. None is in force yet.
At Mashujaa Day on October 20, President William Ruto said the Treasury would send the measures to Parliament next week. The land proposal covers transactions valued at Sh1 million or less. He also said 50,000 additional paid government internship places would open from January 2027. The immediate takeaway: treat the tax and phone-price changes as promises pending legislation, not today's rates. Do not change payroll or purchase calculations yet.
Kenya's Ebola tally rises to nine, still one known cluster
The ninth patient was already quarantined and is a close relative of the first case. Health officials say there is no evidence of spread outside the cluster.
Kenya confirmed a ninth infection on October 20, up from eight. The new patient is a close family member of the first patient and had already been placed in quarantine. Health Director-General Patrick Amoth said all nine cases remain in one cluster, with no evidence of transmission beyond it. For Nairobi, no new movement or service restriction was announced with this update. The key risk signal is whether cases start appearing outside known contacts.
Nairobi West power cut runs 9am to 5pm today
Highrise, Ngumo, Mbagathi Road and nearby KNH and KEMRI areas are in Kenya Power's planned maintenance zone.
The affected list includes Highrise and Ngumo estates, part of Mbagathi Road, Madaraka, Laini Saba, Riara University, Daystar's Mbagathi campus, KMTC, KEMRI and parts of the Kenyatta National Hospital area. Charge devices before 9am and arrange backup power or connectivity if you work or study there. Twelve other counties also have scheduled interruptions.

Chinese tech giants place a $35bn Nvidia order rush
ByteDance, Alibaba and Tencent want more than 3 million export-compliant GPUs, but they may receive only 5% to 10% of the quantities requested.
Reuters reports that the companies ordered more than three million RTX PRO 5500 cards, workstation GPUs intended mainly for AI inference. Nvidia has warned partners that supply cannot be guaranteed: total Chinese orders exceed six million units, while projected global production for 2027 is no more than three million. The practical industry signal is that US export controls are redirecting rather than eliminating Chinese demand, tightening access to Nvidia hardware and increasing pressure to use domestic chips.
