Dangote seeks Sh1.45trn debt for Lamu oil refinery
Dangote will fund 70% of the $16bn Lamu refinery with debt and break ground in October.
Aliko Dangote will fund about 70 per cent of the proposed $16 billion (about Sh2 trillion) Lamu oil refinery with debt, leaving lenders to provide roughly Sh1.45 trillion while shareholders inject about Sh621 billion. Construction is expected to start in October, with the project set to become one of East Africa's largest private investments. The 700,000 barrel-a-day plant would supply Kenya, Uganda, Tanzania, South Sudan and the Democratic Republic of the Congo, cutting reliance on imported refined fuel. The heavily leveraged structure keeps control with the sponsors, but it leaves the project, and by extension Kenyan fuel prices, exposed to whatever terms lenders demand.
Civil servants tap Sh1.4bn in digital loans from Jafari Credit
Centum-owned Jafari Credit has lent Sh1.4bn to 17,000 civil servants with an NPL ratio near 5%.
Jafari Credit, the lending arm of Centum Investment, has disbursed Sh1.4 billion in salary loans to more than 17,000 Kenyan civil servants, fresh evidence of demand for digital credit among salaried workers. The lender, which received a Digital Credit Provider licence from the Central Bank of Kenya earlier this year, says its non-performing loan ratio is holding near five per cent. It has leaned on AI for loan assessment and customer service, with its Rafiki AI platform handling more than 1,500 customers since launch. The milestone suggests digital lenders can grow under the CBK's licensing framework without letting defaults run away, and payroll-secured civil servants remain a prized segment.
KPC asks court to throw out Sh10.8bn pipeline claim

Kenya Pipeline Company has asked the High Court to throw out a Sh10.8 billion claim by Lebanese contractor Zakhem International over the replacement of the Mombasa-Nairobi fuel pipeline. Zakhem sued in May for $19.04 million (Sh2.45 billion) in alleged extension-of-time costs plus $65.08 million (Sh8.39 billion) in interest, tied to the $484.5 million Line 1 Replacement Project under a 2014 contract. KPC argues the dispute was resolved through earlier court cases, negotiated agreements and a consent judgment, and that the fresh suit reopens settled claims. The outcome matters for state-owned infrastructure spending and for how contractors price future pipeline work.

OpenAI pauses Astra work over critical cyber risk
OpenAI halted internal Astra work after the model showed cyber capabilities that may hit its critical threshold.
OpenAI has paused internal work on its upcoming Astra model after evaluations flagged significant advances in agentic coding and cybersecurity strong enough that the company cannot rule out critical cyber capabilities under its Preparedness Framework, meaning potential autonomous discovery of zero-day exploits or end-to-end cyberattacks. It is imposing stricter controls on higher-capability models: isolated testing environments, restricted network and tool access, stronger weight protections, and universal monitoring for risky actions across Astra applications. OpenAI says it will work with government agencies and safety organisations to test the model before wider use. The pause is the clearest sign yet that frontier labs now treat offensive-capable models as a liability as much as an asset.
