Sunday: Eastleigh rescue, Nairobi outages and a Sh5.4tn budget
Sunday brings a practical power warning, hopeful but unresolved Eastleigh rescue news, a larger and more recurrent-heavy budget plan, and a notable open-model cyber-safety decision.
Kenya/Nairobi
Sunday outages span eastern Nairobi; Spring Valley follows Monday
Kenya Power plans 7am-5pm cuts today in Komarock, Kayole, Ruai, Utawala, Njiru and nearby areas.
The notice also covers Joska, Kamulu, Chokaa, Mihango and parts of the Kangundo Road corridor. On Monday, part of Spring Valley Road is scheduled off from 9am to 5pm. Charge devices early, keep backup power ready, and confirm supply before making plans that depend on Wi-Fi, lifts or refrigeration.
Third survivor pulled alive from Eastleigh rubble
Rescuers brought a third person out alive on Saturday night, more than a day after the collapse.
The Red Cross had recorded 31 missing-person reports, but said those were still being verified and are not a confirmed count of people trapped. It had traced 66 of 67 construction workers, while search operations continued and police asked the public to keep away from 9th Street. Anyone tracing a relative can use the on-site desk or call 1199.
Draft budget rises to Sh5.416tn as development spending is cut
Recurrent costs cross Sh4tn while the projected deficit widens to Sh1.353tn.
Treasury's latest 2027/28 draft raises total spending to Sh5.416tn, lifts expected revenue to Sh4.004tn and cuts development spending to Sh915.8bn. Planned external borrowing rises to Sh423.8bn. It is not the final budget, but the mix increases pressure to collect more revenue and borrow while leaving less room for infrastructure.

Moonshot cuts Kimi's hacking ability before open-weight release
The lab removed cyber data from training before releasing K3.1 Pro's weights on November 4.
On Moonshot's internal exploit benchmark, the final model scored 81.0% versus 90.5% for a checkpoint without the controls. Those are company results, not independent tests. The move matters because open weights can be run and modified privately, so capability limits applied before release are harder to add later.
